We are excited to announce a new online platform, CitizenServe, designed to simplify the Line Design project permitting process. This platform, launching January 27, 2025, will allow customers to initiate, manage, and track their BTU Line Design projects directly from a computer or mobile device. Registration is now available. Contractors, electricians, and others responsible for new projects must create an account in order to start and manage projects.

Customers will have the ability to fill out applications for new project permits and electronically attach any supporting documentation, track the status of projects, request inspections, view inspection results, and pay fees online.

The development of the City of Bryan’s online portal has been a multi-year effort. The City was looking for a modern, web-based platform with a mobile-friendly user interface that would support customers with building permitting and development review processes from start to finish, 24 hours a day, 7 days a week. In June of 2023, the City of Bryan launched its Citizenserve solution. This system provides customers seeking to develop or do business in Bryan mobile-friendly access to submitting applications, making payments, and checking their application status, requesting inspections and viewing inspection results through their online portal accounts. Bryan Texas Utilities is now offering the same Citizenserve solution to its customers for Line Design projects.

Bryan Texas Utilities is using the Citizenserve system to provide an online platform that supports BTU’s electrical Line Design, Inspection, and Construction processes. With the new system, customers seeking to get power to residential or commercial sites in Bryan, College Station, and surrounding areas have mobile-friendly access to submit applications for new projects, make payments, request inspections and view inspection results, and check their project status through their online portal accounts. BTU Line Design staff members have gained new capabilities to complete their work tasks more efficiently, and provide more efficient services to our customers.

The City of Bryan’s online portal is completely separate from the Bryan Texas Utilities online portal. There will be a one-time migration of some user account data from the City’s database to BTU’s system prior to launching BTU’s site. Users with City accounts that were copied over to the BTU web portal will not need to set up new accounts. Users can access their new BTU accounts using the same login credentials they currently use to access their City of Bryan accounts. Users are encouraged to log in to BTU’s web portal to verify registration and account information.

Citizenserve is the creator of the software that powers the city’s online platform. Their team is helping us streamline the delivery of our services to customers. For more than 20 years, Citizenserve has been providing community development software and services for municipal governments. Customers have access to several features including:

Submitting online applications for new projects.

Uploading and submitting project documents electronically from a computer or mobile device 24 hours a day, 7 days a week.

Making online payments using credit card or electronic check.

Tracking project activity.

Scheduling and tracking BTU electrical inspections.

Email notifications for activities such as project application confirmation, inspection status changes, inspection results, and project construction status updates.

We recommend that you create one user account with one main contact person for the entire company but share the login information with others in the company requiring access. Automated and customized emails from the portal will be sent to that email address.
Individual user accounts within a company will not be able to see the status of a project under another user’s account. Individual user accounts cannot request inspections for a job under a project that another employee submitted, or pay applicable fees for another user account.

No. In order to initiate any new Line Design project investigation, you will need to register and create a user account, then apply for Line Design project permits using the online portal. Staff will be available by phone to assist users with setting up new online projects. Registration for the new system will be available soon.

Projects that have already been started using legacy methods, will not be moved over to the new system. Only new projects set up using the new application process will be available in Citizenserve. New applications are required to be submitted using the online platform for projects that are more than two (2) years old that have not yet had electrical service extended to the site.

If you are a developer, builder, general contractor, electrical contractor, etc. responsible for starting new Line Design electrical construction projects or requesting inspections for electric service infrastructure, then you will need to register on the BTU portal.
Users must maintain an active registration in order to continue to apply for project permits in addition to inspection requests, and permit status updates.
